The Troy Police Department is a member of the Law Enforcement Testing System. Written testing for police officer is conducted through police academies and through EMPCO, Inc.

The City of Troy Human Resources Department coordinates the advertising, testing and maintenance of hiring eligibility lists of all non-sworn personnel hired by the Police Department.
