Duties of the Chief of Police

The Troy City Code, Chapter 3, Section 1.70 establishes the position of Chief of Police:

• Section 1.70  Department of Police  The Department of Police shall be headed by the Chief, who shall be the commanding officer of the police force.  He shall direct the police work of the City and be responsible for the enforcement of law and order.

Promotion to the rank of Chief of Police is subject to the requirements of Public Act 78 and requires at least two years experience in police management at the rank of Captain or above with the Troy Police Department.
 
The Chief of Police functions under the general administrative direction of the City Manager.  The Chief has considerable latitude for independent judgment and initiative within the framework of delegated authority and responsibility. 

Specific responsibilities of the Chief of Police include the following:

• Preparation and administration of the department's budget
• Coordination and administration of grants
• Planning, organization, coordination, and review of department operations
• Establishment and evaluation of department goals
• Development, implementation, and evaluation of department policies and procedures
• Works with the City Manager and city department heads on city plans and projects Liaison with law enforcement and community groups
• Serves on various community and law enforcement boards and committees
• Conducts periodic operational meetings with the commanding officers of all units of the Department who are in the immediate chain of command
• Has responsibility and authority, as delegated, for the selection, placement, promotion, training, development, safety, appraisal, and discipline of Department personnel
