November 11, 2005 Update

Office Parking Lot Robberies Cleared
A suspect has been identified and arrested in conjunction with the Unarmed Robbery that occurred on 9/9/05 at 5700 Crooks outlined below. (05-31918) The Warren Police Department stopped and arrested the suspect shortly after he robbed a female in an office parking lot in their town at gunpoint on 9/16/05. Troy Detectives were able to utilize information from Warren PD's arrest to positively identify that suspect as responsible for the Unarmed Robbery incident in Troy. He is also the suspect responsible party for the Attempt Armed Robbery/Felonious Assault that occurred on 9/12/05 at 4600 Investment in Troy, however has not been charged in that case. On 10/26/05, Lewis Halliburton Jr., 49 years old, from Southfield was arraigned in 52-4 District Court in Troy before Judge Drury on one count of Unarmed Robbery in conjunction with the 9/9/05 incident. Halliburton stood mute and was given a $100,000.00 bond/no 10%. His Exam is scheduled in 52-4 District Court in Troy in front of Judge Drury on 11/10/05 at 8:30 a.m. Unarmed Robbery is a 15 year felony.


Unarmed Robbery, 5700 Crooks, 9/9, 8:00 a.m.
Female victim walking through east lot was approached by suspect in a dark colored SUV or van. He demanded her purse, exited his vehicle, and pulled it off her arm. He re-entered the vehicle and fled towards Crooks Rd. He is described as a B/M, 30-35 years, 5'10", 165 lbs, black short hair, brown eyes with glasses (light colored frames), blue shirt, clean shaven, thin face. A composite is available.
Clark Gas Station Armed Robber Arrested
A suspect has been identified and arrested in connection with the Armed Robbery that occurred at the Clark Gas Station located at 1602 Livernois on 10/3/05 outlined below. (05-35000) Troy detectives put out suspect and vehicle information over the Law Enforcement Information Network, along with a composite image of the suspect. A Royal Oak Police Officer observed a vehicle and subject matching the description from that broadcast acting suspiciously in the area of a gas station in Royal Oak. He stopped and identified the suspect. Based on the information provided by the Royal Oak Officer from that stop, Troy Detectives were able to develop information that lead to the positive identification of that subject as the responsible suspect in the Troy Armed Robbery. The Oakland County Prosecutors Office authorized an Arrest Warrant charging Mark Stevens Scott, 51 years old from Royal Oak with Armed Robbery. Troy Detectives located and arrested Scott at his residence in Royal Oak without incident on 10/28/05. He was arraigned before Oakland County Circuit Court Magistrate Soma on 10/29/05. A not guilty plea was entered. He received a $50,000 bond/no 10%. His Exam is scheduled in 52-4 District Court in Troy before Judge Bolle on 11/7/05 at 8:30 a.m.
Clark Gas Station, 1602 Livernois, 10/3, 10:00 p.m.
Complainant reported suspect parked his car near the pumps, entered the store and ordered her to give him the money from the cash register. He implied he had a gun in his front jacket pocket. When she complied, he ordered her into the back office while he made his escape. Description: Suspect: B/M, early to mid 40's, 6'2", 180 lbs., salt and pepper beard, wearing a black spring type "Members Only" zipper jacket, and dark gray or blue jeans. Vehicle: Brown, older model, boxy sedan, possibly a Chrysler LeBaron. A composite sketch is available.
Utility Fraud Suspect Arraigned
DTE Energy Fraud Investigators received an anonymous call regarding a residence on Fredmoor claiming the homeowner was diverting electricity and water around the meters. DTE conducted a usage study, which revealed significant disparities in energy usage/bills at the residence when compared to similar properties in the area. The Troy Water Department conducted a similar study and found the same low usage/billing pattern. The Oakland County Prosecutor authorized a search warrant, which was sworn to in 52-4 District Court. Investigators excavated an area outside the home and discovered a "cheater water line" wherein only a portion of water entering the premises was flowing through the meter. The remainder was diverted around it. Similar "cheater electrical lines" were discovered when the roof overhang was dissembled where the electrical connection entered the house. Two lines were diverted around the meter. A third was connected to the meter, but powered only a small portion of the house. Losses to DTE are estimated at approximately $45,000. The Water Department is still working on a loss estimate. Arrest warrants were authorized by the prosecutor and sworn to in 52-4 District court charging the homeowner, 67 year old Ronald Albert Marquardt with two felony charges of Public Utility Fraud. Each is a 4-year felony with up to a $5,000.00 fine. The statutes allow the utility companies to recover the costs of the stolen energy/water. Mr. Marquardt turned himself in on the warrant, was arraigned before Magistrate Waldman in 52-4 Court on 11-1-05. He received a $5,000.00 personal bond. His exam is set for 11-17-05 in front of Judge Drury at 8:30 a.m.
State Representative John Garfield Arraigned on Drunk Driving Charge
Troy Traffic Investigators received toxicology reports from MSP Crime Lab that were submitted in conjunction with a traffic incident, which occurred in Troy on 9-15-05 at 7:15 p.m. The incident began at Maplelawn and Crooks, when the '05 Mustang Garfield was driving slid into a '05 Jaguar stopped at a red light. Both drivers exited their respective cars, inspected for damage, and agreed it was negligible, therefore no report needed. As the Mustang drove off, the Jaguar driver observed erratic driving and suspected the driver was drunk. He phoned his observations into Troy Dispatch via his cell. Troy Dispatch broadcast the information by radio and computer. Oakland County Sheriff Deputies discovered the Mustang in the driveway of Garfield's residence in Rochester Hills. He appeared intoxicated and in need of medical assistance, so was transported to the hospital. OCSD obtained a search warrant for his blood. The case was TOT Troy PD, as it began here. Toxicology results reveled a blood alcohol level of .23. The Oakland County Prosecutor's Office authorized a request for warrant charging Drunk Driving. The warrant was sworn to in 52-4 District Court in Troy before Judge Drury. Mr. Garfield turned himself in on the warrant accompanied by his attorney and was arraigned before Judge Drury on 11-4-05. He received a $1,000.00 personal bond, with conditions prohibiting alcohol and drug use, as well as random screening.
