Officer noted significant front-end damage on the vehicle complainant was driving with no silver paint transfer from the alleged at-fault vehicle. Officer also noted complainant came to station approximately an hour after the alleged incident, and reported the at-fault vehicle fleeing east on Industrial Row which is a dead end on the east side.  Investigation at the scene revealed a large boulder in the street with yellow paint transfer from complainant’s vehicle. It appears he left the road, struck the landscape rock, and then made a false police report.  Possible charges pending.

Ingram Drive, 7/9, 0148 hrs.

Officers dispatched to a report of a car crashing into a tree and then fleeing.  Officers followed a trail of vehicle fluid on the roadway leading from the tree in question to a closed garage at a residence in the area.  Officers knocked on the door of the house, heard voices inside, but no one responded.  Eventually a female opened the door.  She stated her husband was the only other person inside the home, but claimed he was sleeping.  She was asked to have him come out, which he did.  He appeared intoxicated and initially denied driving; claiming his wife was behind the wheel when the crash occurred.  He wrote out a statement to that effect.  He eventually admitted driving, failed sobriety tests and was arrested for “Drunk Driving” and “Leaving the Scene of the Crash.”  Investigation further revealed his wife was not with him when he struck the tree with his Corvette.  The 31-year-old male from Troy blew .15 on a breath test.

Credit, Check, Identity Theft, and other Fraud:

Complaint reported discovering someone used her personal information to rent a car.  The car was apparently involved in a crash.  Insurance company is seeking $12,000.00 in damages from complainant.

Complainant had car stolen in March of ’06.  Personal checks were inside the car when it was stolen.  She flagged her account at the time, but received an overdraft notice on 7/8 from her bank. Upon investigating, she discovered the overdraft was caused by three of the stolen checks being forged and cashed.

Complainant reported suspects came to his house, provided a flier for driveway sealing listing their company as located in Birmingham.  They estimated the job would cost between two to three hundred dollars.  He agreed.  They applied an unknown chemical, spent approximately an hour, and then told complainant the amount of material was more than they expected and the total would be $470.00.  He paid with a check and then tried to find the company using the info on the flier; he was unable to locate any such company.  Complainant is not sure what was applied to the drive, but suspects he was scammed.  He did stop payment on the check and obtained a license plate to the truck, which registers to a female out of Warren.  Subjects are described as Mexican appearing males, one 50 years old, 5-8, medium build, with short black hair.  The other was approximately 20-25 years old.  The vehicle is a white pickup.

Officers responded to a report of a domestic assault where suspect/boyfriend (38 year old male from Troy) had already left the scene; he was not located.  Investigation continues.

He passed sobriety tests and showed no signs of consuming alcohol.  He had no license in his possession and was arrested.  Four vials used for injections containing a clear liquid were located inside the car.  Subject stated they were “performance enhancers.”  Labeling seemed to indicate they were illegal steroids.  A baggie of marijuana was located inside his vehicle that he claimed was not his, explaining a friend left it in his vehicle.  A pink pill was also located inside the car that subject stated appeared to be Ecstasy, but claimed no knowledge of how it got there.  He went on to explain he was on Xanax, Oxycontin, and Vicodin.  Arrangements were made to obtain a blood draw.  Charges are pending based on toxicology results on the blood sample, liquid contents of injection vials, and pink pill.

Parking Lot behind 2011 Austin, 7/9, 1856 hrs.

Officer observed a 45-year-old male from Clawson near a metal frame behind a closed business.  He stated he was looking for a place to lie down.  He rode a bike into the area.  Narcotics paraphernalia consistent with crack cocaine use was located inside his backpack.  When it was located, he tried to run, but was quickly apprehended.  He stated he smoked some crack approximately 40 minutes earlier and was looking for a place to sleep after using it.  Tools consistent with burglary use were also found inside his backpack.  He was arrested for Possession of Narcotics Paraphernalia, as well as an outstanding warrant from another jurisdiction.

Neighbor Troubles:

Complainant reported neighbor in apartment above was stamping on the floor and then pounding and yelling outside her door; neighbor was upset over odor of food complainant was cooking.  Appears to be an on-going issue; apparently apartment management is aware of the dispute and is involved.

Peace Officer/Civil:

Officers responded to a trouble with a customer complainant at a collision shop.  Complainant stated she brought her car in for an estimate for damage repair from a recent accident.  During the estimate, she claims the representative checked under the hood and then pushed it down.  After driving away, the hood reportedly opened up while the car was in motion and caused additional damage to the vehicle.  Complainant feels employee failed to shut/secure the hood properly.

Business representative denied opening the trunk during the inspection/estimate.  Referred to civil court.

Phone Calls/Harassment/Threats:

Three reports of harassing telephone calls were taken.  One involved repeated harassing calls from an ex-boyfriend being received by complainant at her place of work. Complainant reported cutting down trees for customer and stacking logs in driveway for later pick-up.  His taking/keeping the firewood was part of his agreed upon payment for the job.  He stated a neighbor approached him and asked if he could take some of the wood; he told him no.  When he returned to pick it up, he discovered some of the wood had been removed to the woodpile of the neighbor in question, so he went and retrieved it.  He stated the subject confronted him claiming he had contacted the homeowner who gave him permission to take some of it and if complainant didn’t return it, something might happen to his backhoe, which was still on the site.  Complainant removed the backhoe.

Complainant reported receiving several threatening calls from an individual he only knows by first name.  He states he and subject associate at Detroit’s casinos and loan each other money.  The calls were over money he apparently owes subject at this time.  Complainant stated he observed the subject pull into his driveway and fearing for his safety fled the house and called police.  Subject was gone when officers arrived.

Robberies:

Parking Lot, Farmer Jack’s, 3125 John R, 7/11, 2155 hrs.

53-year-old female from Troy reported she was walking into the store talking on her cell phone when suspect approached her from behind and grabbed her purse, which was over her shoulder.  As she tried to hold onto it, the suspect pulled her to the ground, breaking the strap, and fled with the purse on foot.  Some of the contents spilled out as the suspect fled and were recovered by the victim, including her wallet and cell phone, however a recent cash withdrawal that was still inside the bank envelope was still in the purse along with other contents.  The victim was not injured.  Suspect was described by victim and witnesses as a W/M, early 20’s, brown/orange like hair, a goatee, black hooded sweatshirt, green shorts, and black shoes.  Plain-clothes officers responded to the area and the suspect was located on foot in the subdivision to the north of the Farmer Jack shopping plaza.  After a brief foot chase through the neighborhood he was captured and arrested.  He had cash, a lottery ticket, and the victim’s ring, all from the purse, in his pockets. Also inside his picket was a syringe consistent with narcotics use.  He told officers he committed the crime to get money so he could purchase heroin.  A police K-9 unit conducted a track and located the victim’s purse and the empty money envelope in the field through which the suspect ran after the incident.  The suspect is Bryan Edward Puczkowski, 20 years old from Troy.  He was charged with “Unarmed Robbery” and arraigned in District Court in Troy before Judge Michael Martone on July 12th.  He received a $10,000.00 cash/no 10% bond.  His exam date is to be announced.

LaSalle Bank, 150 E. Maple, 7/13, 1236 hrs.

A 60-year-old male from Madison Hgts. approached the teller window and produced a note announcing a robbery.  The note indicated he was armed with a gun, demanded cash, and reinforced it was not a joke.  The suspect pulled his jacket aside and made a reaching motion with his hand toward his waistband to reinforce he had a gun.  The teller provided an undisclosed amount of cash.  The suspect advised her it was not enough and demanded she get more.  She complied and he exited.  As he was leaving the lobby, apparently he suffered some kind of black-out related to a current medical condition and fell down inside the lobby between the exit doors to the lot and entrance doors to the bank.  Two police cars were driving by on routine patrol at the time and responded with in seconds of the 911 call.  The suspect was taken into custody with out incident while he was still down on the floor from the medical occurrence.  The note, cash, and a loaded 357 handgun were recovered from the suspect.  He was transported to the hospital while in custody, evaluated, and later released to Troy PD custody.  He told officers he is an automotive designer, has been laid of since November of last year and has been unable to find comparable employment.  As his bills have been piling up, he began thinking about robbing a bank, and basically got his nerve up to try it yesterday.  His ’05 black Chevy Malibu was recovered in the Kmart store parking lot just to the south of the bank’s location in the plaza.

Suspicious Incidents:

Kirts, 7/3, 0713 hrs.

Complainant reported suspicious W/M, in his 50’s, with grayish hair, wearing a dark blue cap and a dark jacket on the sidewalk in front of her residence.  She stated she believed he was the same subject who had exposed himself/masturbated in front of her window in November of 2005.  She stated he didn’t so on today’s date, however she felt he was “preparing to do so” when he left the area on foot.  Area check proved negative for subject.

Integra Distributing, 1250 Allan, 7/9-7/10, 1600-0100 hrs.

Complainant reported refrigeration trailers stored in rear of business were turned off which resulted in $10,000.00 worth of dairy products stored in one of the trailers spoiling and being lost.  Complainant suspects the refrigeration unit was tampered with in some way.  Complainant is suspicious because a Michigan Department of Agriculture Inspector arrived with out notice on 7/10 and went directly to the trailer in question.  He stated the inspection was not scheduled and it is rare for an inspector to show up with out notice.  Complainant later learned the inspection was triggered by a complaint, which demanded an inspection of the refrigeration trailers.  He suspects a competitor may be involved somehow, however there was no direct evidence at the time officer was on site that the trailer was damaged.  Complainant had a repair crew on site trying to determine cause of incident.

Lowry, 7/12, 0630 hrs.

Officers responded to complaint that occupants of a residence were setting off bottle rockets that were striking houses in the neighborhood.  Upon arrival, officers noticed smoke in the driveway, however no one responded to knocks at the door.  Several other loud party and fireworks complaints regarding the residence in question have been received recently, including a complaint that the residents were shooting fireworks into the I-75 proper.

Rochester and Big Beaver, 7/12, 2200 hrs.

Officers were out on a traffic stop when a 24-year-old male subject from Miami, Florida who was sitting on a picnic table outside a fast food restaurant in the vicinity began yelling obscenities at officers.  He was not involved/related to the traffic stop.  Other people, including an 8-year-old child, were in the immediate vicinity of the suspect.  He was warned to stop yelling obscenities and responded he could do whatever he wanted.  He advanced on officers and continued yelling obscenities at them.  When officers approached him, the two male subjects who were with him left the area on foot.  The subject continued his behavior and became more aggressive.  He was arrested for “Disorderly Conduct.”

Troy officers responded to a report of a car standing on the grassy area just off the road on Big Beaver near John R.  Officers located a 25-year-old male from Ferndale inside who was semi-conscious.  Officers located a bottle of over the counter pain medication with several pills scattered on the floor; the majority were missing from the pillbox.  A syringe was also located on the ground just outside the car; unknown if it came from inside the car.  The subject was transported to Troy Beaumont for evaluation/treatment for a possible overdose.  The subject reportedly had a history of heroin use.

Officers responded to report of an intoxicated 41-year-old male near Livernois and Long Lake.  He was located and required transport to the hospital for detox.

Troy Officers responded to two incidents involving individuals experiencing emotional/psychological difficulties and assisted with transport to the hospital for evaluation/commitment.

Coachman, 7/11, 1954 hrs.

Officers responded to an ambulance request wherein a 5-year-old male from Troy fell through an open basement window from outside the apartment building.  He was transported to the hospital with non-life threatening injuries.  The apartment building ground level window was missing.  The screen was found in the basement.

Crime Prevention Tips

Vandalism Prevention

The best way to protect yourself from this crime, or from being held financially responsible for the acts of your kids, is to know where your children are, what they are doing, and whom their friends are.  Kids are very tech-savvy, and use the latest means to communicate.  We have had numerous cases where middle and high-school aged kids have made clandestine plans using their home computer and instant-messaging programs (AIM, Yahoo Messenger, etc.) to communicate with their friends, unbeknownst to their parents (no phones ringing in the middle of the night.)  They sneak out of the house and meet up to go and commit all sorts of crimes.  This is not only illegal, but it is very dangerous.

·        Talk with your kids and encourage them to tell you about any problems with other kids.

·        Monitor your child’s instant messages.

·        Don’t put computers with Internet access in their bedrooms.

·        Lock the doors to the house and set alarms when you go to bed.

·        Make a habit of checking on the kids, no matter what age, in the middle of the night, just to make sure they are where they are supposed to be (especially when hosting sleepovers.)  Let them know that you are checking.

·        Check your vehicles for new damage or signs of being involved in vandalism - Mud on tires or wheel-wells, baseball bats with gouges or glass in them, egg cartons, knives or other sharp objects that are out of place in a car, cans of spray paint or shaving cream (yes shaving cream and eggs damage paint.)

If you suspect that your kids have been out vandalizing property, or committing any other crimes, you can contact the Police Department Juvenile Unit, or Troy Youth Assistance for advice.

General

If you witness a crime:

Ø      get involved

Ø      call the police

It is easier to catch a criminal if we are called right away, while they are still in the area.

Larcenies from Autos / Car Theft

Things that can be done to combat auto theft and larcenies from autos include:

Ø       Installing a car alarm.

Ø      Using steering-wheel locking applications like the club etc.

Ø      Applications of a hidden kill switch to the ignition system.

Ø      Park in a well lit well traveled area if possible.

Ø      Always maintain security of vehicle keys.

Ø      Do not leave anything of value in your vehicle in plain view.

Ø      Always lock your vehicle doors.

Ø      Never leave a vehicle unattended while running.

Ø      There is a trend of things being stolen from vehicles in the parking lots of fitness centers and fun centers. While going to these places, be extra careful to remove all items of value and secure your vehicle.
