a male and female subject entered the store, and as they had in the past,
both grabbed armloads of clothing and began exiting with out paying. As one of the LPO’s approached, the male suspect sprayed him in the face with
a chemical spray. The male dropped
the clothing and continued running. The LPO caught up and grabbed the male’s
sweatshirt, which he managed to pull out of and kept running. Meanwhile, the female ran out the door
still carrying her armload of clothing, but dropped the clothes in the lot. As the LPO went to gather up the clothing
she dropped, the male ran up and sprayed him again. The female got into the driver’s side of
their vehicle which was parked in a handicapped spot just outside the
doors. The male got into the passenger
side. As the vehicle backed up, the
male jumped out and sprayed the LPO again.
He re-entered and the vehicle fled.
A total of 30 articles of clothing were recovered with an approximate
value of $1000.00. Two cell phones and
two pair of wire cutters were recovered in the pockets of the suspect’s
sweatshirt that he left behind. One of

riding a bike carrying a large clear plastic garbage bag full of returnable’s. The 50-year-old homeless male stated he “got
the bottles by garbage picking.” The officer noted they appeared to have been
pre-sorted as they were almost all one brand and contained a nearby store
logo. Upon checking at the store,

subject was carrying. No one could be
reached at the store. The subject
agreed to return the bag and was released. Troy Center, 3/20, 2300 hrs. Complainant reported he observed a
red ’99 Ford Explorer pull into the lot of a closed business west of his

found the 39-year-old male subject from Troy looking over the wall of the
business he had parked in. He claimed he had “no ID and that his wife had
been driving.” He stated the “car
developed muffler trouble, so they parked it while she went to her apartment
in the nearby complex for help.”
Officers started the Explorer and found it running quietly. The male lives in another apartment complex
on the N/E side of town. Apparently
his wife recently relocated to the Troy Center complex from that one. The subject denied looking at the
apartments through binoculars despite there being two in plain view on the
front seat of his car. While officers
were following up with the complainant, they observed the subject and a 32-year-old
female later identified as his wife enter the Explorer and drive off. One of the officers observed the suspect
