’99 Mercury Villager parked near main entrance had door lock pried and ignition attacked in unsuccessful attempt to steal it.

 

Oakland Mall Lot, 412 W. 14 Mile, 12/28, 1400-2100 hrs.

’01 Dodge Caravan stolen from Sear’s north lot.

 

Shrewsbury, 12/20-12/31, 2300-0700 hrs.

Locked ’93 Cadillac Seville stolen from drive.  Complainant stated she had been leaving the car unlocked in the driveway with a set of keys/remote opener inside until about a week ago when she discovered the trunk open and the keys/remote opener missing

 

Breaking and Entries:

 

Gateway Catering, 101 W. Big Beaver, 12/29, 1045 hrs.

Delivery door leading into cafeteria from rear hallway pried and cash stolen from register.  Business located inside office building.

 

Wilshire North Café, 12/28-12/30, 1630-1330 hrs.

Complainant reported back door kicked in and broken off the frame with nothing missing.  Café located inside office building.

 

Metro Deli, 2075 W. Big Beaver, 12/29, 0900 hrs.

Complainants discovered the ceiling tiles broken out behind and in front of a door that leads into the café from a small hallway. The cash register was pried open and cash stolen.  An individual working in the suite just below reported hearing a banging sound from the deli around 0900 hrs.

 

Fantastic Sam’s, 5059 Livernois, 12/28-12/29, 2000-0840 hrs.

Rear door pried and small amount of cash stolen from register drawer.

 

Display Manufacturing, 12/28-12/29, 1800-1223 hrs.

South side door had glass smashed out w/a landscape brick and a flat screen TV stolen.

 

Crash Investigations:

 

 Shopping Plaza Parking Lot, 734 E. Big Beaver, 12/31, 0645 hrs.

Police and fire personnel responded to a report that a large dump truck got caught up on the overhead electrical wires.  Upon arrival, the driver was still inside and the wires were draped over the vehicle.  The FD determined the wires were hot and DTE was summoned.  Upon their arrival, they made the area safe and the driver was removed with no injuries.  It appears he was in the process of lowering his dump bed while attempting to exit.  The bed was apparently not completely down and caught the overhead wires.  The wires were pulled down and the adjoining poles damaged.  DTE remained on scene to complete repairs.

 

Credit, Check, Identity Theft, and other Fraud:

 

Krispy Kreme Doughnuts, 208 W. 14 Mile, 12/24, 1400 hrs.

Complainant reported noting a $10.00 bill presented for a purchase via the drive-through was counterfeit.  When advised, the customer presented a valid $20.00 bill for the purchase.  It appeared the customer did not realize the $10.00 was a counterfeit.  Counterfeit turned over to Troy PD. 

 

Neiman Marcus, 2705 W. Big Beaver, 12/29, 1522 hrs.

LPO’s (Loss Prevention Officers) reported someone called the store trying to change the mailing address of a credit account holder from West Bloomfield to Detroit and add another male to the account as an authorized user.  A second call was received shortly thereafter to confirm the changes; with the caller representing the new user was his “god son” and would be in to do some shopping that day.  LPO’s contacted the legitimate account holder to confirm the changes and learned they were not authorized and were fraudulent.  LPO’s and Troy PO’s watched as a 28-year-old male from Detroit entered the store and used the account information to purchase a $675.00 Gucci purse.  He was stopped and arrested as he left the store.  He claimed a friend owed him money and told him he added him to the account to make purchases to cover the debt.  A set of keys was located in his pocket to a rental car.  The subject claimed he got a ride to the mall from a friend and the car the keys belonged to was not there.  Officers eventually located it in the mall lot and found a rental agreement inside in the name of a female.  The car was overdue for turn-in by ten days.  The rental company was contacted and recovered the car.  When officers contacted the original credit card holder to follow-up, they learned his mail had been stolen several times in the recent past.  In addition two credit cards that he had not ordered showed up at his house in both his and the suspect’s name.  A ticket for possession of marijuana and driving on a suspended license was located in the suspect’s pocket in the name of another male.  A fingerprint check in the Troy Lock-up revealed the name listed thereon was an alias for the suspect.  The jurisdiction that issued the citations was contacted and provided with the suspect’s correct name and information.

 

Neiman Marcus, 2705 W. Big Beaver, 12/29, 1910 hrs.

LPO’s reported a 20-year-old female from Oak Park was attempting to purchase a $380.00 pair of Prada shoes using a credit account number that was determined fraudulent.  She was in the company of an 18-year-old male from Detroit.  They had been at the NM store in Auburn Hills an hour earlier where they made a $1026.58 purchase against the same credit card account.  After that transaction, the Auburn Hills store’s personnel learned the person listed as the owner of that account was from Tennessee and never applied for the account.  The account was flagged as fraudulent, which came up at the Troy store when the female tried the listed transaction.  She and her companion left, but responding Troy officers located and stopped them as they drove off in a GMC Yukon.  The female was arrested for the attempted fraudulent credit account purchase.  The male was eventually released.  The merchandise purchased fraudulently from the Auburn Hills store was recovered from inside the car.  A cell phone the female was using to retain the credit card account information was recovered from the car.  Miscellaneous paperwork showing numerous credit card approvals in numerous/different names was also recovered from the vehicle.

 

Suburban Toyota, 1821 Maplelawn, 12/9-12/27

Sales representative reported receiving several e-mails arranging for the sale of a ’07 Toyota.  It was to be picked up on 12/29.  A Bank of America Traveler’s Check was received apparently $4000.00 in excess of the price of the vehicle.  When he followed up with the “purchaser,” the sales representative was instructed to cash it and wire back the $4000.00 in cash via Western Union.  Upon inspecting the check, it was discovered it was a counterfeit.  No losses.

 

United Christian Credit Union, 1785 Rochester Road, 11/28, 1316 hrs.

Manager reported a subject identifying herself as a 42-year-old female from Rochester Hills opened an account with a $75.00 personal check from another bank.  It was returned several days later as an account closed check; however the subject had already withdrawn $69.00 from her account.  Investigation revealed she deposited another personal check from the same bank for $200.00 at an UCCU branch in Novi.  She withdrew those funds at an UCCU branch in St. Clair Shores the same day they were deposited at the Novi branch.  That check also apparently came back no account.  The subject did not respond to written correspondence requesting re-payment.

 

Complainant reported discovering several thousand dollars fraudulently withdrawn from her bank account.  Complainant’s bank branch in Troy advised her two withdrawals in question took place at a branch in another city.

 

Complainant reported unauthorized withdrawal/charge to her bank account for $26.50.

 

Highbury, 12/28-12/29, 1900-0200 hrs.

On 12/29 at approximately 1722 hrs. complainant came to the station to report that his 20-year-old daughter had several friends over for a party the night before during which his wallet was stolen from a kitchen cabinet.  He stated his daughter knew all of the guests except for three males whom he believed were from Romeo, Utica and Washington Township.  When he contacted his credit card company, he learned a fraudulent purchase was made for $1.00 at a gas station in Utica.  He also learned a $905.42 purchase was made at a store in Washington Township against the same card.  He learned a $9.00 gas purchase was made against one of the other credit cards from the stolen wallet.  He returned to the station later to report he had since been contacted by the Post Office on Livernois and Big Beaver and advised his wallet had been recovered from a mail drop box.  The two credit cards used to make the fraudulent purchases were missing.  (See below for additional.)

 

On 12/30 at 1558 hrs. a 24-year-old male from Washington Township in the company of his father came to the station and reported he stole a credit card from a wallet at a party in Troy on Friday night.  He stated he “used it at a store in Washington Township.”  He had the items he purchased with the card with him and stated he was “turning himself in.”  He didn’t have the receipt for the purchase, indicating he thought he left it at the store.  He stated he “threw the card out the window of his car sometime after making the purchases.”  The property he turned in included a Playstation 3, already opened and played, several Playstation 3 games, an iPod in an opened package and a DVD.  He was released pending further investigation.

 

Krispy Kreme Doughnuts, 208 W. 14 Mile, 12/31, 0700-1900 hrs.

While processing the cash drawer the manager discovered a counterfeit $20.00.

 

Complainant reported someone submitted a withdrawal slip with his account number at a branch of his bank and $500.00 was fraudulently withdrawn from his account.  The signature on the slip does not match complainants.

 

Complainant reported someone used her credit account number to make a fraudulent on-line purchase of airline tickets.

 

Complainant reported someone opened two fraudulent charge accounts using her personal information.

 

Complainant reported that while checking her bank account on-line, she discovered three checks written against her account that she did not issue.  They were issued under her account number, but under a different signer/endorser.

 

Domestics/Family Troubles:

 

Troy Officers responded to six incidents involving family troubles/domestic disputes where investigation revealed no assaults or other crimes occurred, therefore no formal enforcement action was taken.

Drunk/Intoxicated Driving Incidents of Interest:

 

Maple and Livernois, 12/30, 0024 hrs.

20-year-old male driver from Madison Hgts. stopped and arrested for drunk driving.  He blew 0.17 on a breath test.  His 20-year-old male passenger from Ferndale blew .007 on a PBT (Preliminary Breath Test) and was cited for MIP (Minor in Possession) and released.  Another passenger, a 17-year-old female from Hazel Park, took a PBT and blew below the enforcement limit and was also released at the scene.

 

Embezzlements:

 

Macy’s, 500 W. 14 Mile, 12/16-12/17

LPO came to the station to initiate an embezzlement investigation against a 24-year-old female employee from Detroit who was observed making four transactions at her register where she was short ringing items, charging the individuals presenting the items little or nothing.  She admitted the thefts.  Total loss approximately $3660.00. It appears the individuals presenting the items were family and/or friends.  Prosecution pending.

 

Gabecare Direct Rx, 1179 Maplelawn, 5/25-12/14

Management representative came to the station to initiate an embezzlement investigation against a 22-year-old male employee from Sterling Heights that was discovered filing fake Rx’s for personal use, as well as not collecting co-pays from his friends.  When confronted, he admitted the thefts.  Total shortages approximately $1500.00.  Total fraudulent Rx’s:  approximately $560.00.  Prosecution pending.   

 

Local business representatives initiated an embezzlement investigation against a former payroll-accounts payable clerk.  Their investigation revealed she had been paying herself more than she was authorized in salary and overtime, as well as issuing and cashing checks made out to her while listing them in the ledgers as paid to vendors.  She apparently also issued and cashed checks to herself made out to petty cash.  She was terminated after the discrepancies were discovered.  Investigation continues.

 

Nordstrom, 2850 W. Big Beaver, 12/11, 1607 hrs.

LPO came to the station to initiate an embezzlement investigation against a 19-year-old female cashier from Detroit.  LPO’s observed her run the UPC code from an empty shoe box through her register and credit her personal credit card account the $84.75 value.  LPO’s discovered she  signed in on the register in question under the name of another associate on the date of the fraudulent return.   She admitted the theft, was terminated and prosecution is pending.

 

Nordstrom, 2850 W. Big Beaver, 12/6, 1200 hrs.

LPO came to the station to initiate an embezzlement investigation against a 30-year-old female cashier from Farmington Hills for fraudulent refunds and short sales at her register.  It appears she may have been working in conjunction with her mother.  Total fraud approximately $1252.00.  Suspect terminated with prosecution pending

 

Home Invasions:

 

Atlas, 12/26, 1630-1900 hrs.

An xBox 360, several xBox games, and an MP3 player were discovered missing from the residence.  Apparently a 14-year-old male from Troy who is an associate of complainant’s 15-year-old daughter was at the house earlier in the day.  Her daughter stated he “was on her computer, when she noticed an IM conversation he was having wherein the person he was communicating with was asking questions about her cell phone, and eventually wrote that the 14 year old should steal it.”  She hid her phone and the youth eventually left after deleting his IM history on her computer.  The family went out and when they returned discovered the above items stolen. The items were there when they left.  The 15-year-old proceeded to e-mail the youth telling him she knew he broke into her home and stole their property.  He proceeded to block her from access to of all his on-line accounts.  Officers proceeded to the youth’s residence to learn he had arrived home with a box of items that when questioned by his parents as to where he got them, refused to tell them.  He had since left with the items in the company of another male.  The original complainant contacted investigating officers later to report that after communicating with other associates on-line, her daughter learned the suspect may have sold the items at a local retailer that purchases used electronics.  Investigation continues.

 

Glaser, 12/29-12/30, 1945-0040 hrs.

Rear door window broken/door pried to gain entry.  Change from a jar on a master bedroom nightstand stolen.  Dresser and closet also rummaged and a credit card stolen.

 

Stoney Cove, 12/21-12/25

Attempted entry into residence made by forcefully shouldering/pushing front double doors.  Doors slightly knocked off locking post, however locking mechanism/door hardware held and entry was unsuccessful.

 

Glaser, 12/28-12/31, 1300-1845 hrs.

Entry into residence gained by prying a bathroom window.  Floor safe stolen containing cash and jewelry.   Bedroom dresser ransacked and some change stolen.

 

Larcenies:

 

Belle Tire, 1650 W. Maple, 12/23-12/24, 2300-0100 hrs.

Rear outdoor storage pen had lock cut and an aluminum wheel stolen.

 

Apartment, Grandhaven, 12/22

Employee had $20.00 stolen from her purse and resident reportedly missing $30.00 from her room.

 

Kroger, 1265 Coolidge, 12/24, 1225 hrs.

Complainant stated she left her purse in her cart while loading groceries into her car.  Once finished, a cart attendant collected her cart.  She drove away realizing she left her purse, returned and spoke to the manager.  The manager asked the attendants if they saw the purse, all stated they hadn’t.  While waiting for the PD to arrive, a 17-year-old male attendant from Detroit came into the store and stated he found the purse in the lot with its contents scattered on the ground.  Complainant checked the contents and reported $100.0 in cash missing.  The officer had the attendant show him where he found it in the lot.  The ground was wet and slushy, however the officer noted the purse and contents were clean and dry.  At that point the officer and manager indicated they were going to the office to review the tapes.  While so-doing the same attendant came to the office and handed the officer the missing $100.00 claiming he found it in the lot when a car backed out of a parking space.  He denied stealing the purse/cash.

 

Red Roof Inn, 12/5-12/23

Complainant, planning on a visit from Canada, apparently arranged to have two packages delivered to the inn.  One contained a camera lens and filter; the other contained a camera bag.  Tracking records indicated one arrived on 12/5 the second on 12/23.  Apparently his reservation was for 12/23.  Packages could not be located by employees upon his arrival.

 

Oakland Mall, 412 W. 14 Mile, 12/23, 1700-1800 hrs.

Complainant stated she had her purse inside her stroller while shopping.  She used a credit card from her wallet which was inside her purse to make purchases during her time there.  Upon arriving home, she discovered her wallet missing from her purse.  When she contacted her credit card company, she was advised of one fraudulent purchase for $7.50 at a store at the mall.

 

Oakland Mall, 412 W. 14 Mile, 12/24, 1700-1800 hrs.

Complainant left her purse on a table in the food court.  When she realized her mistake and returned, it was gone.

 

Lake Charnwood, 12/20-12/26

Complainant reported a box of clothing he ordered was dropped off by UPS and left at his front door outside his residence.  Clothing was stolen sometime after it was dropped off.

 

Somerset Collection, 2800 W. Big Beaver, 12/26, 1350 hrs.

Complainant stated she had her purse on top of her stroller.  The purse was apparently open.  When she went to remove her wallet to make a purchase at the Build-A-Bear store, she discovered her wallet missing.

 

Office Suite, 901 Wilshire, 12/28, 1030-1130 hrs.

Wallet stolen from purse left in unlocked/open office while complainant was out.

 

Thunderbird Lanes, 400 W. Maple, 12/31-1/1, 2200-0030 hrs.

Complainant reported she placed her purse on a chair and covered it with several jackets while she bowled.  When she gathered her things to leave she discovered the purse was gone.

 

Larcenies from Autos:

 

Horizon Transport, 465 Stephenson, 12/21-12/24

Complainant stated he parked and locked a truck tractor in the lot.  Upon returning, he discovered the driver’s side door unlocked and his GPS system, CB radio, laptop, TV, and some money stolen.

 

Somerset Collection, 2701 W. Big Beaver, 12/23, 2100-2200 hrs.

Unlocked Mercedes entered and several packages left in plain view stolen including a computer, and two IPods.

 

Sylvanwood, 12/22-12/24

Complainant reported finding 40 Christmas cards opened/torn up inside her vehicle which was parked in her garage.  The garage and vehicle in question were unlocked.  The return address on the mail was from another residence on the same street.  Follow-up there determined the cards were stolen before they were mailed from the original owner’s vehicle.

 

Emergency Restoration, 1358 Rankin, 12/21-12/26

Catalytic converters stolen from two GMC box trucks/vans parked in lot.

 

Apartment Complex, Troy Center, 12/27-12/28, 2200-0800 hrs.

Chevy Cobalt parked in parking garage had door lock pried and stereo stolen from dash, subwoofer stolen from trunk, and iPod stolen from glove box.  A Dodge Stratus parked in the west lot had door lock pried with nothing missing.

 

Office Lot, 5660 New King, 12/28, 1610 hrs.

Complainant parked and locked her Chevy Tahoe in front of office to run in for an errand.  When she returned, she discovered the passenger side front window smashed out and her purse that she left on the front seat next to it gone.  She was contacted later in the day by a citizen that recovered some of her credit cards in an office lot on West Big Beaver, however the purse and remainder of its contents were not recovered.

 

Premium Air Systems, 12/24-12/26, 1430-0700 hrs.

Hole cut in rear fenced storage area and catalytic converters stolen from five Chevy Express vans, a Ford Ranger pickup and a GMC Sierra van.

 

Rapid Solutions, 1186 Combermere, 12/22-12/27

Catalytic converter stolen from a ’99 Ford Super Duty stake truck parked in lot.  A suspicious white panel van, possibly a GM or GMC, was seen cruising the lot on 12/22 at 1115 hrs.  It was occupied by two males.  It took off when the complainant was observed watching it.

 

Shrewsbury, 12/26-12/27, 2100-0630 hrs.

’05 Dodge Durango parked in drive entered and rummaged with nothing taken.  Complainant stated the vehicle was locked with no sign of forced entry.

 

Lifetime Fitness, 4700 Investment, 12/26, 1130-1415 hrs.

Right front passenger window smashed out of a ’06 Pontiac G6 parked in lot and purse stolen.

 

Al-Craft, 710 Minnesota, 12/28-12/31, 1700-0500 hrs.

Catalytic converters stolen from a Chevy van and Chevy stake truck parked in lot.

 

Hertford, 12/30-12/31, 2200-0700 hrs.

Unlocked Dodge Caravan and Chrysler Concord parked inside an open garage entered, rummaged, and a garage door opener stolen.

 

Malicious Destruction of Property:

 

Bowl One, 1639 E. 14 Mile, 12/23, 1900-230 hrs.

’99 Pontiac Grand AM parked in lot had three tires slashed.

 

Oakland Mall Lot, 412 W. 14 Mile, 12/24, 1353 hrs.

A 51-year-old female complainant from Southfield reported she parked her ’08 Buick Rendezvous in the first spot just outside the main mall entrance.  While so-doing, she noticed the driver of a ‘07 black Jeep Laredo beeping her horn as she apparently wanted the same spot.  The complainant assisted her mother into her mother’s wheelchair and wheeled her into the entrance, but then stepped out to watch her car.  She observed the female driver of the Jeep get out of the Jeep and walk around to the front of her Rendezvous.  The female appeared to “do something” while there and then she and the teenaged male she was with walked into the mall.  When complainant checked the front of her vehicle she discovered it had been keyed.  She found about six two foot long scratches in the hood.  The Jeep registers to a 58-year-old female from Oak Park.

 

Kona Grill, 30 E. Big Beaver, 12/28, 1930-2150 hrs.

Tire slashed on Ford Focus parked in lot.

 

Rite Aid, 3986 John R, 12/24, 1300-1500 hrs.

Saturn Ion parked in the lot had a tire slashed.

 

Fleetwood, 12/31, 0100-1200 hrs.

’98 Ford Windstar van parked in drive had rear window broken.  Officer indicated it appeared the window was broken out from rather than into the vehicle.

 

Minors and Alcohol:

 

Old Creek, 12/30, 0140 hrs.

Officers responded to a report of a loud party.  The 21-year-old male resident stated he was hosting a small get together.  His mother was out of town.  Several of the attendees were determined to be 20-years-old, while the remainder were 21-years-old.  Of the 20-year-olds, two females from Troy were cited for MIP after blowing 0.16 respectively on PBT’s.  None of the remaining 20-year-olds blew enforceable levels on PBT’s so no enforcement action was taken against them.  The host was cited and released for furnishing alcohol to minors.

Retail Fraud:

 

Victoria’s Secret, 412 W. 14 Mile, 12/23-12/24, 1300-0930 hrs.

During routine morning inventory on 12/24, manager reported discovering approximately 320 Angel line bras missing from display case drawers.  Total value approximately $13,000.00.

 

Robberies:

 

Wal-Mart Lot, 2001 W. Maple, 12/24, 1000 hrs.

A 30-year-old male manager of Subway store inside Wal-Mart claimed he was robbed inside his car in the lot while preparing to go to the bank to make the deposit.  He stated he “left the store, walked to his car in the lot and got in.”  He stated the “suspect opened his unlocked passenger side door and demanded his money.”  He stated he “handed the bank pouch over, which the suspect opened with one hand and poured the contents into his other hand.”  The suspect dropped the pouch and left on foot.  Apparently no weapon was implied or displayed.    The description of the suspect that he provided to the Dispatch Center differed in a couple details from what he later provided to responding officers at the scene.  In addition, he originally reported two suspects, and then stated there was only one.   A review of the video system revealed no one near the victim’s car during the time frame he claimed the incident occurred.  When confronted with that information, he maintained the crime occurred and that he was robbed.  Suspect:  W/M, 6’-0,” short straight blond hair, unshaven/stubble, medium build, plain black baseball cap with no logo, black or dark blue down type winter coat, dark jeans. Investigation continues.

Troy Police Seeking Suspect in Extortion Case

 

Troy officers responded to an apartment complex in the 900 block of John R at approximately 3:17 a.m. this morning when a 72-year-old female from Troy reported her nephew has been coming over to her apartment during the nighttime hours over the last week demanding money to buy drugs.  She reported he called this morning at 3:00 a.m. and told her he was coming over.  She stated when she told him not to come to her apartment because she would not give him any money; she stated he responded he would burn her and her building if she did not let him in and give him money.  Responding officers observed the suspect drive into the complex lot and stop near the rear entrance of the building.  When the suspect observed the police cars, he attempted to drive off.  As two units activated their emergency equipment and attempted to stop him, he accelerated and crashed into one of the units, drove through a snow bank on the edge of the driveway, and proceeded to accelerate at speeds estimated in excess of 100 mph northbound on John R.  The unit he struck was not able to pursue due to the damage sustained in the crash.  The officer was not injured.  The other unit attempted to keep the suspect vehicle in sight, as it accelerated away.  That officer observed  the suspect vehicle’s brake lights come on between Maple and Big Beaver and then observed a shower of sparks and flames as the vehicle accelerated away again northbound on John R.  As the officer arrived in that area, he discovered a broken bottle, burning paper, and a trail of gasoline down the roadway consistent with a Molotov cocktail. The suspect vehicle was last seen northbound on John R near Big Beaver.  Officers located a message on the complainant’s answering machine that came in after the incident.  The suspect questioned why she called the police, stated he almost set himself on fire, and indicated he smashed head on into the first police vehicle he saw.

 

The suspect has since contacted the Troy Police Dispatch Center several times and made threats that he will ram his way out of any attempt police might make to stop him.  In addition, he has made threats to harm himself as a result of this incident.  He stated he is on both prescription and illegal drugs.  His last communication indicated he was in the Toledo area attempting to purchase a gun to use against himself.  He has not responded to requests during these contacts to turn himself in.  Troy investigators have been in touch with family members in an effort to locate him, as well as convince him to peacefully turn self in.

 

 

 

 

 

The suspect, Philip Payette Farran is 39-years-old and his last known address is in Roseville.  He is driving a blue or teal colored 1997 Dodge Intrepid.  The license plate is 2HNH19.  He was last in the company of a 39-year-old white female with blond hair from Roseville.

Extortion Suspect Arrested

 

Investigators from the Troy Police Department were just contacted by the Royal Oak Police Department indicating the suspect in this case, Philip Farran, was located in their city and taken into custody.  Royal Oak Dispatch received a report of a person passed out behind the wheel of a vehicle in the vicinity of 10 Mile and Mohawk in their city.  Upon arrival, Royal Oak officers recognized the vehicle and suspect as wanted in connection with the Troy case and took him into custody without incident.  He is being evaluated medically and once cleared by medical personnel is expected to be turned over to the custody of Troy officers.  He is expected to be arraigned sometime tomorrow. 

 

The Oakland County Prosecutor’s Office completed its review of the case this afternoon and authorized charges against the suspect for Extortion, Fleeing and Eluding Police, Malicious Destruction of Police Property, and Possession of an Incendiary Device.

Complainant stated his dog was in his yard playing with another dog, when a Pit-bull from a neighboring residence jumped the fence and attacked his dog.  His dog sustained minor injuries which required treatment from complainant’s vet.  The 29-year-old female neighbor told officers she was watching the dog while its owner was out of town.  She stated the dog sustained minor injuries in the incident as well.  She admitted the dog jumped the fence.  She indicated she’d work out the complainant’s vet bill with him and insure the dog was properly controlled.
