Community Services Section

• The Police Department received a C.O.P.S. Ahead grant in September 1995 to form a structured Community Oriented Policing (COP) Unit.
• The COP Unit merged with the Crime Prevention Unit in 1997 to form the Community Services Section.
• One sergeant and three police officers serve in the section.
• The Community Services Section is the primary police resource for special events such as block parties, marches, parades, runs and walkathons.

The Troy Police Department Community Services Section offers a wide variety of programs for the community. The following programs are offered to businesses, schools and all community groups:

PROGRAM	DESCRIPTION
Bicycle Safety Project	Uniformed officers demonstrate safe bicycling techniques with the Department's Raleigh 21 speed mountain bikes to children of all ages.
Bicycle and other Self-Propelled Vehicle Registration	Free program to Troy residents to register their bicycles, scooters, skateboards or any other non-motorized, self-propelled ride-on vehicle with the Police Department. Registrants are issued a non-removable, numbered registration sticker that will assist in returning the property if it is stolen or lost. The only requirement is that you complete a registration form (file size 8k) with the make, model, color and serial number of your vehicle along with your name, address and phone number to contact you. Registration forms can be picked up at the Police Records desk or downloaded here.
Crime Alert E-mail Program Formerly know as: "Business Fax Network"	This e-mail notification network is used by the Police Department to alert local businesses and citizens to crime trends, safety issues, long-term traffic issues and other information serving the City of Troy.
Choose Wisely	Classroom program teaches youth to differentiate between responsible and irresponsible behavior. Participants are faced decisions to make, and practice skills to combat peer pressure.
Got Caught	Officers present this educational prevention program to fourth and fifth graders, combining a shoplifting video with open class discussion. The video centers on four teens involved in a shoplifting incident. The video shows students the many potential consequences of choosing to shoplift.
Hotel and Motel Alcohol Awareness Project	This project addresses the problem of underage persons in possession of and consuming alcoholic beverages. Each spring, the Police Department produces and distributes an information packet to area hotels and motels.
Jam Fest	An alcohol, tobacco and drug free atmosphere where local teens can meet and have fun. Every Friday evening during summer vacation at the City of Troy Aquatic Center.
Neighborhood Watch	For the safety of your neighborhood, officers assist in organizing Neighborhood Watch.
Operation Identification	Troy Police Department loans engravers to residents and businesses to imprint your personal or business property with identifying information.
Personal Safety	Presentation offered to local businesses, service clubs, churches and other interested groups that stresses personal awareness while at work, home, shopping, walking or driving.
Project Safety Orange	A unique approach to improving school time safety that incorporates the display of the bright orange color by school children and their parents to remind students and adults that school time travel can be dangerous.
Safety With Strangers	This is a safety talk aimed at 4-6 year olds on how to be careful around strangers. The Department offers the program to preschools, kindergartens or other interested groups.
Security Surveys	Officers perform commercial and residential security surveys at no charge to homes and businesses in Troy. Officers evaluate the physical security of the home or business during an on-site visit. They make recommendations on upgrading or correcting security defects.
Senior Scams	Older people are more likely to be targets of fraudulent activities. This program shows older persons how to avoid becoming the victim of fraud. It combines a video with open class discussion on how to identify scams including: phony prizes, illegal sweepstakes, sham investments, home improvement frauds and crooked "charities". Officers conclude the presentation with a question and answer session.

Many special events call for the issuance of one or more City permits, specifically those involving charitable solicitations, street use or closure. The City Clerk issues permits for events requiring them. Applications can be obtained from the Clerk's office or the Community Services Section of the Police Department. Completed Applications must be returned to the City Clerk a minimum of four weeks before the event.
